The Civic City Ordinance describes an unserviceable vehicle as any vehicle which is required to be licensed and registered by the State of Kansas and is not licensed and registered and is in such condition that it cannot be started or moved under its own power without repair. Derelict vehicles typically leak fluids such as anti-freeze, gasoline and other automotive fluids onto the ground, contaminating the local area. These vehicles also create an attractive nuisance to children by presenting an enticing, but dangerous, plaything. There are several documented incidents of children becoming locked inside a vehicle and succumbing to the extreme temperatures produced within the vehicle. Inoperative vehicles also detract from neighborhoods appearance and can invite an undesirable element into your community. |
If you have any questions about what is required of you to achieve compliance with Civic City Code Enforcement, please contact the investigator assigned to your case. The investigator’s name is listed at the bottom of the notice you received. You can also call our main number at (785) 587-1853 and speak to anyone in the Department. The goal of Code Enforcement is to preserve the quality and value of public and private property and maintain a high standard of living by eliminating conditions that threaten the life, health, safety, and general welfare of the public. The Department recognizes that this goal is most effectively achieved through the education of, and cooperation with, the citizens of Civic City. |
When a property is found to be in violation at a code enforcement hearing, an Order Imposing Fine is issued, stating the case facts and giving the violator time to come into compliance with said ordinances. If the property is not brought into compliance within the time ordered, a fine per day may commence. The Order Imposing Fine may be recorded in the Public Record and will constitute a lien against the property in violation and against any other real or personal property owned by the violator. The fine will continue to run daily until the property is brought into compliance. Once compliance is achieved, the fine will stop increasing, but the fine total, which is a lien, remains against the property until satisfied. |
The amount of the fine is determined by the Code Enforcement Board and can range up to $1,000 per day for each day that the violation continues to exist. In the case of repeat violators, or those who have been found guilty of the same violation by Code Enforcement in the last five years. The fine can range up to $5,000 per day. A fine which has continued to accrue for 90 days is forwarded to the Civic City Attorney’s Office for possible legal action. |

Environmental Services, Eco Food-Ware
Compostable food serviceware can be collected along with food scraps and yard trimmings and transported to a large-scale composting facility. It is ground up and composted in long piles at high temperatures and then sold as a high-quality soil amendment to farmers and landscapers. |
Most of it is now. Compostable products, such as corn starch utensils, can be purchased at some local grocery stores and from wholesale distributors. Encourage your retailer to carry these products and other items that make our community more sustainable. For a complete listing of retailers, view the following document. Wholesale Distributor List |
To stop climate change it is crucial to keep compostable material out of the landfill. Under compaction, it turns into methane, a potent greenhouse gas. Only compostable material that has been collected separately in our homes and businesses can be made into organic soil products for food crop production. |
Instead of being made with petroleum, compostable products are made from plant sources and come in two types – paper and “bio-plastic.” Paper products, such as coated or uncoated paper containers or plates can be made from trees, sugarcane, and bamboo. Bio-plastic products, such as cups, containers, and utensils are made from plant-based starches like corn, rice, or potatoes and can appear identical to regular plastics. Look for "compostable” product labeling. View the following document showing our wholesale food-ware distributor list. Wholesale Food-Ware Distributor List |
Non-compostable plastics such as polystyrene and polyethylene end up in landfills, waterways, and the ocean. They break down into smaller and smaller pieces which are often mistaken for food and ingested by marine mammals, birds, and fish. Regular plastic food serviceware is difficult to recycle and medical evidence also suggests that chemicals such as styrene in some plastics are carcinogenic and may leach into food or drink. |
The food vendor must use compostable food serviceware, unless the City finds that a compostable alternative does not exist for that item. Additionally a food vendor may apply to the City Manager for an exemption based on undue hardship. Food pre-packaged outside the City and sold in Civic City is also exempt. Recyclable food serviceware such as aluminum foil may also be used. For more information, please contact us at (785) 587-1853. |
Violations can result in fines:- First violation = $100
- Second violation = $200
- Third and each subsequent violation = $400
